Cookie-cutter monster flick about an idealistic NYPD diver trying to save the city from a killer octopus in New York Harbor. The NYC atmosphere is pretty terrible—second unit shots and Noo Yawk accents—but Duncan Fraser makes for a surprisingly decent Rudy Giuliani lookalike who won’t cancel the (wait for it) Fourth of July celebration bringing in all the tourists. The script is almost (but not quite) tongue-in-cheek for most of the film, with the exception of an incongruous disaster-movie sequence, played entirely straight, seemingly lifted from Daylight. This is the definition of a time-waster: Octopus 2 is a more consistent product than or, but far less interesting than either. NY harbor patrol officer Nick Hartfeld (Michael Reilly Burke) witnesses a large octopus kill his partner and best friend but no one will believe him even after other people mysteriously vanish. He teams up with a woman and soon the two find that the octopus is going to be much harder to destroy than they originally thought.
I'm not overly certain the first OCTOPUS really needed a sequel but we got one and sadly it's not nearly as good. I think fans of 'nature' movies might get a few laughs out of it but for me the thing really fell apart at the thirty-minute mark and could never recover. I thought the first half-hour was pretty good as we get.

A tugboat was destroyed, rookie Nick detained a judge in a failed drug raid, and the newspapers are advertising a serial killer. While investigating a power disruption Nick’s partner Walter is eaten by a giant octopus. When Nick returns ranting about it, the police chief sends him for a psych evaluation. He finds an ally in Rachel, the mayor’s assistant, and is eventually able to prove the existence of the massive cephalopod.

Rating: This maritime horror flick never really tightens its rather rubbery tentacles around its target audience. New York City scuba cops Nick (Michael Reilly Burke) and Walter (Fredric Lane) investigate the disappearance of two inebriated tourists, who encountered an octo-beast at the South Street Seaport. Walter becomes yet another midnight snack for the beast, but Nick's chief doesn't buy his fish story about the briny attacker that took his partner. Even after the creature chows down on a tugboat crew, the only person who takes Nick seriously is the Mayor's public relations attache, Rachel Starbird (Meredith Morton), who he rescued from the behemoth.

Unfortunately, Independence Day festivities scheduled to bring 20,000 boats will into New York harbor loom large, and the craven Mayor (Duncan Fraser) decides public safety isn't worth canceling planned events; he's willing to gamble that the octopus won't be feeling peckish that day. While Nick tries to pinpoint the monster's whereabouts, Rachel plays tour guide to a busload of visiting children. The hungry octopus smacks a bridge and causes a tunnel collapse that traps Rachel and the children in what could develop into a watery grave.

Can Nick and his new partner, Tony (John Thaddeus), spearhead a tricky rescue before the tentacled menace starts picking off kiddies one by one? A few of the octopus's sneak attacks merit attention, but overall this monster this is clumsy and builds to a two-pronged climax that will please neither disaster movie lovers or creature feature buffs.
